     Bonus:  A four member faculty committee and a three member administration committee
        vote separately on each issue. The measure passes if it receives the support of a
        majority of each of the committees. Compute the Shapley Shubik index for this
        weighted voting system.  NOTE:  this is not a weighted voting system, so you will
        not have a numerical value for the quota and each weight.  Due Friday, 20th
